Gulf University for Science and Technology, founded in 2002, was the first private university in Kuwait.  The
appointment spearheaded program preparation for a permanent campus in Mishref Kuwait.  A rapidly growingstudent government scholarship enrollment, undergraduate and graduate degree initiatives, administrative structures and faculty appointments were managed.  In addition, student scholarships for study abroad, faculty summer research grants, a business research center, an Islamic banking certificate, electronic and print expansion of the A. M. Al-Raferi Library and opening of a GUST bookstore were achieved.

The American University in Cairo is a not-for-profit higher education institution registered in Washington, DC accredited by the Middle States Association. The position of Dean for the Center of Adult and Continuing Education reported to the President serving as one of six institutional officers of the University (serving as Acting President in the President’s absence from campus) and serving as a permanent officer on the President’s University’s Emergency Crisis Committee.  The Center was responsible for on- and off-campus certificate programs with off-campus programs in Egypt, Bahrain, Saudi Arabia, Yemen, Jordan, Syria, and Kuwait. With an annual headcount of 35,000 students from 19 countries, the Center’s funded training projects were in excess of $4.5 million. Examples included project management, English as a second language, CPA examination preparation, a financial analyst program, a workforce education project, Internet security program, World Bank conference translations, and Egyptian Ministry education policy reform project.

Administrative Achievements

  • Reorganized the Center’s administration, certificates, program delivery and market structures
  • Developed a five year outreach plan for off-campus programming in the Middle East, North Africa and Eastern

As Associate Vice President for Academic Affairs, the position was responsible for personnel, budget, and staff development functions for 1,400 faculty/researchers, and 1,900 civil service/administrative professional positions including appointments to the president’s office.  In addition to the management of an academic affairs budget in excess of $90 million, direct report responsibilities included Southern Illinois University’s airport operations, ROTC programs, School of Social Work, Division of Continuing Education, U.S. Off-Campus Military Degree Programs, Southern Illinois regional economic development initiatives, faculty grievance procedures and coordination of legal personnel updates to and responses of the Board of Trustees.

Responsibilities included academic programming, personnel, facility management, faculty and student recruitment/retention and fiscal accounting.  The College’s annual state operating budget of was in excess of $10 million dollars.  The position provided administrative support and assistance to the Vice President for Academic Affairs and to the President for airport operations, regional economic development and community college articulation agreements.

  • Established three SIU Foundation endowment accounts
  • Developed and restructured a University photo service center in conjunction with a degree program in photographic production
  • Directed the construction and funding of aviation facilities at Southern Illinois Airport and the re- modeling of facilities at Southern Illinois University’s Carterville Campus
  • Initiated an external funding agenda for international programs
  • Developed seven new degree programs and five specializations
  • Established an alumni association with an elected board of officers, an endowed scholarship fund, alumni newsletter and an annual outstanding alumni award
  • Initiated industry/education linkage agreements with General Motors, Kodak, Noritsu, United Airlines, Bell Helicopter, IBM, ALCOA

Responsibilities as chair of the Department of Educational Leadership included revisions of master and doctoral degree programs and development of program offerings in school administration, educational foundations, adult and community education and curriculum theory. As departmental chair, responsibilities included 20 faculty members with ten PhD graduate assistants. A school administration program initiative with State of Illinois entitlement was instituted for women and minorities, an international program for overseas school administrators and accreditation responsibilities for Region 13 of the North Central Association were initiated and sustainably implemented.  A series of statewide workshops/conferences were implemented for public school and community college administrators on adult and community education.

As chair of the Department of Secondary Education, responsibilities included undergraduate teacher education programming and graduate programs including the master’s, specialist, and doctoral degrees.  With a core of 10 faculty members and 15 cross-appointed faculties from the College of Liberal Arts and the College of Science, an emphasis was placed on revising core course requirements for graduate degree programs, establishing off-campus graduate course offerings with public school districts, establishing a public school research center, and coordinating North Central Association’s self-study planning and school visitations.  Research funding was increased by 35 percent and professional advisory committees were established.  A study in Adult Education Center was established to coordinate and enhance regional assistance for secondary and post-secondary institutions for non-traditional adult learners.
